If you genuinely need per-person data
There is a legitimate version of this question — a small business wanting to know which client opened a quote, a creator running a referral deal. The mechanism is the same one email marketing has always used: a distinct link per recipient, sent privately, so the destination can tell them apart on arrival.
Two things make that honest rather than creepy. It only works for links you send to named people individually, not for a story posted to thousands, and the person is knowingly in a one-to-one exchange with you. A public link sticker cannot be turned into per-person tracking, and any attempt to fake that — inviting people to "check if it's really you" through a personalised link — is the shape of a phishing funnel rather than analytics.
Bio links and the same logic
A link in your bio behaves like the sticker: a count if you have a professional account, no names ever. Third-party link-in-bio services add richer analytics — clicks per link, referrers, rough geography — and they are still describing sessions, not accounts. Any service claiming to name the Instagram users who clicked is claiming access Instagram does not grant.
